Unable to Change File/Directory Protection.

I was unable to use the X Multimedia System(CD player) as user. Hence, on the web-site for the player(www.xmms.org) there is a remedy for this:

Here is their suggestion for this:
10: XMMS works OK as root, but not as a user.
You probably have the wrong permissions on the sound device. As root do this:
chmod 622 /dev/dsp and chmod 666 /dev/mixer

I did what was suggested above. Still I am unable to change the permissions for
the files mentioned above. I am not sure why I am unable to change permissions
as root. Please help.Thanks.

Did you login as root, as you can change the file permissions only as root. Also, did XMMS first work as root?

Yes, I logged in as Root. xmms did work as root. That is why I decided to change protection as suggested in the web-site.
