Have a look at your /etc/inittab file, the following entries (or alike) define which tty's are available:

1:2345:respawn:/sbin/agetty tty1 9600
2:2345:respawn:/sbin/agetty tty2 9600
3:2345:respawn:/sbin/agetty tty3 9600
4:2345:respawn:/sbin/agetty tty4 9600
5:2345:respawn:/sbin/agetty tty5 9600
6:2345:respawn:/sbin/agetty tty6 9600

As stated by sem007, there are 6 by default, but you can change that. Be careful when editing the inittab file, booting will become problematic at best if you don't know what you are doing!

Another thing you could look at: /etc/securetty The tty's in this file are those that root can log on to.
If this is the content of securetty:

Root can only log on to those 4, even though 6 are defined in the inittab file.

Hope this helps.
