trouble with ftp

Running ubuntu 9.10 server
proftpd ftp server

New to all this. I installed the above. When I try to publish in seamonkey I get the server is not available. I can go in and put code directly into the /var/www/sitename file.html and it will work but I can't seem to get ftp to work. Any help would be appreciated.

thank you

When you open a terminal and type: ftp localhost
What result do you get?

If you connect to the ftp, then you should probably take a look at your ftpusers file and your iptables configuration to make sure neither of those applications are blocking you.
