Turns out that I'm not the only one with this problem. There were 5 recent posts about this Wine application, all using Ubuntu 18.04, and NONE of them could get it to launch.

Well, the exercise was good though, because now I can apparently install other apps. I'll just have to search for another app which does the same thing as Wine was supposed to.

Thanks again for all your help! This is a great website, a great resource.

When I issue 'winecfg', the command is not found. Should I be in another directory when I issue that command?

If the wine package has been installed, it should be in your $PATH. Check to see if it has been installed and which files the package has installed;

sudo dpkg -l wine*
If it is, check which files it installed;

sudo dpkg -L wine*
