Transferring data from one hosting account to another

I have a 20GB storage space hosting account at (VPS), and I may be planning to move over to (the same company), where I could get around 4GB of storage space (4,000 GB).

I've been reading about it, but how easy / difficult it is to transfer entire hosting account (several websites / scripts / databases) to another one. Is it just a matter of copying all files with something like rsync and pointing domains to a different ip, and thats it?

I've never done it, so I am not sure. It would be around 20GB of data. Like I said, 2 databases, two scripts (Wordpress and TGP script), and all files that go with it (mostly pictures).

that depends on the websites, if they are flat HTML pages than yes, you probably could get away with that, if they are PHP based, or any server-side script for that matter, than you have to also go into phpmyadmin, or whatever database utility they provide, obtain dumps of all the databases, and then re-create the databases on your new host, and import the databases from their dumps, making sure to adjust any scripts as necessary to the new usernames/passwords/hostname of the new database server
also, make sure to check permissions before calling it done, folders that need to be writable should be, or the web scripts won't work properly
