What linux distribution / version are you running?
Typically telnet runs from xinetd and is disabled by default since it is not secure.
Use ssh instead but if you must use telnet then enable in the telnet configuration located in /etc/xinetd and restart xinetd.
If you are using redhat or fedora, check whether the rpm is correctly installed. If it is, remove it and then install it again.
To check whether telnet is installed or not
rpm -qa|grep telnet
You should see something like telnet- and telnet-server- . If you dont see any of the two rpms reinstall it from the cd/dvd.
As per Michaelk, if at all possible, use ssh instead.
If not, in most distros, the file you need is in the dir /etc/xinetd.d & you'll need to be root to amend it.
