Telnet & FTP localhost connects then hangs

Suse8.0 new install. Used Yast2 to set up inetd. However when telneting it connects then hangs for a few seconds then drops the connection. Same if localhost or remote systems. note i got ssh and VNC working but I need telnet and FTP.
telnet localhost
Trying ::1...
telnet: connect to address ::1: Connection refused
Trying 127.0.0.1...
Connected to localhost.
Escape character is '^]'.
Connection closed by foreign host.
derekm@eigentekl1:~> ftp localhost
Trying ::1...
ftp: connect to address ::1: Connection refused
Trying 127.0.0.1...
Connected to localhost.
421 Service not available, remote server has closed connection.
ftp> quit
derekm@eigentekl1:~> ping localhost
PING localhost (127.0.0.1) from 127.0.0.1 : 56(84) bytes of data.
64 bytes from localhost (127.0.0.1): icmp_seq=1 ttl=255 time=0.059 ms
64 bytes from localhost (127.0.0.1): icmp_seq=2 ttl=255 time=0.050 ms
64 bytes from localhost (127.0.0.1): icmp_seq=3 ttl=255 time=0.051 ms

I 've looked at hosts.allow and made the following entries but no improvement
in.telnetd : ALL : ALLOW

in.ftpd :ALL : ALLOW
the processes running are

Fixed it! was telnet & FTP not installed and then not finding it in the kit.But a bit perseverance worked. But putting it un productivity was a bit of a red herring.
