Are you running Knoppix as a Live CD(by booting straight from the CD)?

I dun use live-CD so I am not sure about the answer.

If you have it on your hard drive, then you likely have an update list. Try from a command prompt as root,
Code:
apt-get update
apt-get install tcsh
It'll fetch and install from the net. If you already klnow this, sorry for saying it again.
