Are you logged on as root when you try to run the services configuration utility?

If you are logged on as root and you still cannot open the services configuration utility then you can run that utility from a command line.
Code:
system-config-services

Thanks for fast answer! Anyway, yes I'm logged as root, I can't see the utility, why not? Have i to install something more?
If I run system-config-services I don't have this command

Try running locate in a terminal to find that file.
Code:
locate system-config-services
If you still can't find it then evidently it is not there. The most relevant questions then are why is it not there and can you restore it?

I am not running RHEL 6 so I don't know if the installation has a rescue mode or a repair mode.

You could look on their web site at the link that I provided in my first post.
