System monitoring

Hi everyone!
I'm new in using Linux, so I need a little help.

How can I monitor Linux OS overhead?
Also I wanna inquire how i can scale the Linux process scheduler?
And How can I change the size of file-system level cache?

Which program should I use?

I hope sy can help me.

Thanks a lot,

Best regards,
