System Builder Required for Configuring Embedded Linux with full packages(PandaBoard)

I am new in Embedded Linux. I am making an application of "Video Streaming over Network".

I used OpenCV-2.3.1 to do so. Now I have to build it for PandaBoard. So I need "System Builder" to build Embedded Linux with complete packages includeing OpenCv-2.3.1 for PandaBoard.

From where I can get System Builder for this purpose?
