syslinux and win98 on second hard drive

Could someone please inform me as to whether it is possible to configure syslinux.cfg on a floppy to boot Win98 on a secondary hard drive; if this is possible, how is this done?

I currently have Linux and Win98 on the primary hard drive, and when I use the floppy, no matter how I may try to configure it to start Win98 on the second drive, I start Win98 on the primary drive instead.

Win98 always assume that she is on c: so that is the first primary partition ore as we called sda1
That is the only partition from where she can boot up
