Sync files over to another partition?

I have a two HDDs in my system. One empty and one running manjaro linux. Rather than re-install Manjaro on the empty hard drive I thought I could just copy all of the files over to that hard drive using Rsync? Does rsync even do this? (I already checked all of the space requirements and stuff, etc.) How do I do this if this is possible?

You can try using the dd command. More comprehensive explanation can be found at the below link.

Go through the Linux DD section where you can find how to backup and restore the disk.
