Question symbolic links


I've just begun to learn about symbolic links and the ln command. I have 2 questions --

1) What is the difference between a symbolic link and a hard link? Are they similar to what Windows calls a shortcut (& I think Macs use something called an alias) ?

2) Can the symbolic link target an FQDN/URL rather than something else on the same machine? I'm guessing not, as the link can't connect to a different partition, right ?
