Unhappy SWAT and INETD.CONF??????????

I have mandrake 10.1 installed. I have samba installed too, but the file "/etc/inetd.conf" does not exist. However, the networking works fine, but I have trouble working with SWAT. When I try to run it in the browser, it says: "Connecting to localhost" and it stops there.
I have no idea what to do. please help!!
