Strange USB behavior with Lubuntu

Hey guys. I'm having a difficult time with all my USB devices on a fresh install of Lubuntu 19.04. I have been using a WN111v2 USB wireless card on my windows drive for years, but I am having trouble getting it to work correctly with linux. Basically, if I'm using the internet for anything like performing an apt-get upgrade or downloading a file, youtube etc, the internet goes out. It's not acting as if the dongle was unplugged, or that it lost connection with the router, just the internet stops sending and receiving packets. Disconnecting from the router and reconnecting seems to fix it temporarily, but it's been a real pain in the booty as sometimes I can't even get it to stay on for 30 seconds. If I do attempt to unplug the dongle and plug it back in, it stops working, meaning I don't see any networks. Same thing happens when I unplug my mouse keyboard or game controller. Whatever I plug back in stops working. So if I need to swap out my keyboard for another device and then plug it in after, I've lost my keyboard until after next boot. It doesn't seem to affect flash drives. It's driving me nuts. Any help would be appreciated.

My build as descriptive as I can be this late and without knowing exact models is it is an asrock fatality mobo with an amd fx black cpu. 8gb of ram, and a radeon rx570 video card.

Thank you!
