stopping service unsuccessful and locks remain in /var/lock/subsys directory

hello all,
I read about locks inside /var/lock/subsys directory.
I have a service " service sipd start" . It creates a same filename sipd inside /var/lock/subsys folder. When it shutdown it removes the filename from the directory.

This is normal case.

sometimes i face a problem inside my server during peak hours.
At that time i try to stop the service. It is unsuccesful.
The lock is still present inside the directory.

Why is this situation happening during this time.
Why i am not able to stop the service sucessfully? Why isnt the lock getting removed when i try to stop the service.

Please tell me

You didn't name the distribution you use. E.g. in SuSE it wouldn't work the way you tried it. On the right hand side panels is an entry "edit profile", where you can make entries pertaining to your system. These are then displayed every time you post. I suggest you use those.

In SuSE you might try
/etc/init.d/sipd stop
