mailx is a cli client for email; it doesn't need any cfg.
Maybe you were thinking of sendmail or postfix?
Please describe in more detail what you are trying to do.

First check whether mailx is already installed or not.
Code:
~$ which mailx
If its not isntalled, then you can install it, as:

~$ sudo apt-get install mailx
