starting over, want to reformat the entire hard drive

How does one reformat the entire hard drive from ubuntu?

You can simply reformat it using the Ubuntu live CD, for example during the setup - if you are going to be doing a fresh Ubuntu install. Look for the step where you configure the partitions, go advanced, and make a new table as per your preference.

If you simply wish to use the drive again for another Linux reinstall, then simply following the install procedure will allow you to remove & use all existing partitions replacing it with your new build. On the other hand if you wish to simply wipe the drive:

1. If it's currently connected to your system as a storage media then you could wipe it using a dd command such as:
dd if=/dev/urandom of=/dev/sd? bs=4k
where ? represents the specific drive. An alternative dd wipe method would be to use:
dd if=/dev/zero of=/dev/sd? bs=4k conv=notrunc
2. If the drive contains a live mounted install then simply reboot your machine from an install CD selecting rescue mode when prompted. When you are eventually provided with the command prompt simply use one of the dd options listed above.
