Unhappy sshd: no route to host : port 22

hi,

when i use the command on command line it works

# /usr/bin/scp -rv /root/rpt_test/trigger/ip_trigger root@172.17.115.149:/root/rpt_test/

but when i use the same command in script, i get the following error

port 22: no route to host

it works fine separately but its not working in script.
