so razor has been reinstalled in /root/.razor (left /etc/mail/.razor alone)...

Compounding the issue was the fact that exim appears to need customization outside of "user_prefs" file in my setup (WHM 11).

Final Update: So for WHM/cPanel 11, using the account level filter will create an exim rule in::
