I have ubuntu 16.04. I have no idea whats wrong. Can anyone help?

First, please read here. We'll need more details to, hopefully, understand the nature of the problem.
1. What kind of a keyboard is this? Is it part of a laptop or is it a separate from the rest of the the components, like an external keyboard used in desktop systems?
2. If an external keyboard, what is the brand and model and how does it connect to your system? If by USB, please post the results of this command...

3. What is the brand and model (and model number) of your system? What are the specs such as the processor, amount of memory, graphics?
4. How did this happen? What's the history? Did you just upgrade to 16.04 or install or uninstall some other piece of software, as an example?
Do you have another keyboard you could swap out for this one for testing purposes? If it's USB keyboard, try another USB port if one is available. Also consider booting into a Live CD of something (preferably not Ubuntu or a derivative) to see whether the issue occurs in Live mode.
If it's a hardware issue, no amount of mucking with software can fix it, so ruling out hardware as a cause is a priority.

I have seen your name several times to help me. Your time is appreciated.
1. I am using a laptop.
2. no external keyboard.
3. dell inspiron 3000 4gigs ram amd A6
4. I upgraded for 14.04 3 months ago, no other software has been installed. There is one thing that is curious, when I start my computer I get a window called hover mouse. Maybe that was part of the last upgrade.

Most laptops are capable of accepting an external keyboard. It's worth a try for testing purposes.
You might also get a can of compressed air and try blowing the keyboard clean. Sometimes dust and other debris accumulates under the keys and causes issues, particular on laptops, due to the design of the keyboards and the very short play the keys have. If you can identify individual keys that are causing problems, you can often pry off the key caps, clean under them, then snap the keycaps back into place.
Most laptops are capable of accepting an external keyboard. It's worth a try for testing purposes.

That will help us determine of this is a hardware or software issue.
Concerning the "hover mouse," the instructions here might allow you to disable that feature, if you desire. However, I'm not entirely positive those are the correct settings for that feature.

Really weird. Some how, the universal access setting got changed to slow down the key board speed. I have no idea how that happened but the problem is solved. Thanks for your time everyone.
