Slight problem in KDE...

I downloaded some theme that in the description said "This theme will work if you choose it then restart KDE." Well, I did, and now it's not letting me access my panel. Every time it loads up, it gets hidden again, and it tries to load up every few seconds, but keeps getting hidden.
I know it was stupid of me to believe that I needed to restart KDE and all of that, but I was told linux is safer *tear*. So anyway, onto my question...where is the KDE kontrol center located, what is its filename? I can probably be able to get to it from my desktop, and change the theme from there. Thanks in advance.

I'm not sure if this is the problem your refering to, but I think your KDE panel is set to automatically hide.

Have tried moving your mouse cursor to the very bottom of the screen, to see if you get the panel showing?

BTW: the file for the KDE Control Center is called kcontrol.
