similar to dpkg-split on rpm based systems?
 
Is there a command similar to dpkg-split for the rpm based systems? (I'm using SUSE). I need to archive into multiple volummes a .deb file so that I can put it on several floppies. How can I do this?

The command zipsplit works on .zip files. I suggest zipping the .deb file, and using zipsplit.
