Shutting down network services

Ok I have 2 linux computers and I sometimes switch them back and forth in my cable modem. I have noticed that apps and everything in general loads SLOW when the connection is not plugged in and the network services are up and running without actually being plugged into the modem. My question is this, is this a known problem or is it due to something else? I am a n00b, but I know you can use "restart network services" to get things up and going, but I wonder if there is a way to shutdown the network services until I plug that particular machine back in so that things will not load so slowly. Thanks for the help...

P.S. I am in the process of learning iptables to get both machines online at the same time, but that is not so easy so this is going to be a temporary fix, hopefully.

the network deamon is by default set to start at boot. if you dont want to start it at boot you can do 'chkconfig network off'

when you need it you can do a '/etc/rc.d/init.d/network start'
