Try
# service gdm stop
# /etc/init.d/gdm stop

Where stop is you can use start, stop, or restart. How ever Im not 100% sure this will work for you but I think that is what I used on CentOS.

<ctr>+<alt>+<backspace> x2 will restart x server.

If by "enabling" you mean "switching", you can switch around virtual terminals with Ctrl+Alt+1 to 6 and press Ctrl+Alt+F7 to get back to X.
PS. Is there any reason to use such an old version of Fedora? The current version is 13. :)
