Coming to your question, it all depends on your need. You didn't mention on which OS you want to use it. Go through the documentation of both and decide which is better according to your need.

Did you go through the documentation of shorewall and iptables? Check on google you'll get to know some.

This is not an either-or.
Shorewall, like Firestarter, is a GUI frontend for configuring iptables.
I tend to use an rc.firewall script.
