shared hard disk

I want to have a harddisk to which I can both read and write from both windows and linux, so I made a new partition, with a fat32 file system.
This works, I can read and write to it, but only when I'm root, but I want to access it as another user too, but I can't because I don't have the rights to open it. I know I have to change those access rights, and I tried that in konqueror as root, but it doesn't save it's settings. It doesn't give an error or so, it just doesn't work, because when I open that dialog again, it still has it's old settings, and I still can't access it as another user.

How should I do this?

btw. I use mandrake 9

search ... it's being asked and answered
all the time - use windows FAT permissions user mount
as search terms.
