Question Setting Minimum Password Length (RH 7.1)

I am running Linux 7.1 and through your help, I have written my first script. Many thanks. Can anyone tell me how to change a new password length to a minimum of 8 characters?

I've messed with the login.defs and some of the PAM configuration files to no end and nothing seems to affect it.
