set cron for linux user using web application

We have a linux server. Httpd is installed here.
We can access web applications using static IP.

Now admin wants a web interface for creating/editing and deleting crons for a linux user. Is it possible using web browser or only a command line can do this.

We do not have root access. We may have sudo for the linux user but chances are very low.

Please suggest the way. We know html php and java script only.

You might have a look at webmin, however it might be difficult or impossible to install it without root privileges.

Why can't your admin do this from the command line? In principle, crontab entries should not change overly frequently, and editing crontab from the command line is not difficult.
