sendmail problem

I use REDHAT EL 3 server , I found that the sendmail service have problem , the /var/spool/mqueue direcoty have many files , I read the content , these mails are send to root user ( from and to address is also root user ) , every 2 minutes created a few files .

Now the sendmail and syslogd process are running very high CPU usage , I tried to restart sendmail , but still not work , the mail is still generated to mailq , can advise what can i do ? thx

this morning I have removed the files in /var/spool/mqueue , the sendmail / syslogd and the CPU usage is resumed normal , but some files still created to it , so I think the problem is persist , can advise what can i do ? thx
