I am not sure I can give you a solution, but perhaps a hint as to where to begin looking. The error messages indicate a problem with permissions. When you call your sendmail or script that you are using, it is accessing the /var/spool/clientmqueue directory. It appears that the permissions on this directory are such that your regular user account can access it (likely has execute permissions), but the user that your Apache installation runs under can't. I am not sure what the appropriate permissions structure is. It would depend on the language you are programming in and if you are using any library functions, etc. One thing I can say is don't just blindly change the permissions without understanding what you are doing and especially don't go changing permissions to something like 0x777.
