Sendmail Error

Default install of RHEL AS 3.0
sendmail version 8.12.10-1

Trying to send an email and I get the following error in /varlog/maillog

Nov 4 09:01:28 servername sendmail[12467]: iA4H1SCV012467:, ctladdr=whatever (whatever/groupid), delay=00:00:00, xdelay=00:00:00, mailer=relay, pri=30059, relay=[] [], dsn=4.0.0, stat=Deferred: Connection refused by []

I verified that is listed in /etc/mail/access and hosts. Still I cannot send any email unless sendmail is started in daemon mode.. Any ideas?
