Sending message to another system?

Ok well i searched and found a couple various threads but none were really what i want to find out...

1)How can you send a pop-up message to another computer on a network, say i was bringing the network down or doing something and needed to let users know to be patient or logoff or something like that how could i do that? All the computers are running SuSE 9.3 proffesional ftp.

2)Is it possible to do the same thing but send the message to a windows computer from a linux computer if they are on the same network?

3)If something goes wrong and you are working through ssh is it still possible to send message to people logged in on that computer?

for linux-->linux
use xmessage

for linux-->windows look in
man smbclient
