Yes #13 says it does not work and #14 say's it work and that is right.
Mistake for #13 I was using webapp it was incorrect correct is web-app.

Yes you are code if ran twice it would perform twice but requirement is run multiple time's it should uniquely have only one value and not multiple values.

some restricting mechanism or defensive mechanism must be in place?

Then you will probably need to check if the file already contains the data from config file using grep or have sed check if webapp or web-app are on consecutive lines.
