Screen size changes from full screen to about 95% w/no control

When the screen size reduces (BY Itself) the 95% screen, it is inoperable. No keys or clicks have any effect. You have to click in the top left corner to restore full screen operation.
I had just switched from Linux mint 10 to Linux mint Petra 16.
I am using a 28 inch TV as the monitor. Computer input is to PC input.

The change in screen size happens randomly.
