Scheduled task in RHEL 5.1
 
Earlier, I was using RHEL 4.2. Recently, I got a new PC and installed RHEL 5.1 on this PC. How to run the graphical user interface based task scheduler in RHEL 5.1 ? Such tool was available in RHEL 4.2 . Is it present in RHEL 5.1 ? what command do I have to issue in order to use the GUI based task scheduler in RHEL 5.1

I have no idea what you used in EL4. You should be able to do it through cron though. And if you need a frontend to it, there is Gnome Task scheduler. You can get it from yum.
Another is gnome-schedule. That should also be available in repos.

If its new, why not current/latest RHEL 5.3?

If you do a yum update it will take you up to 5.3 .
