the scanmodem website is down, where else can i download this tool. i googled it to hell and found nothing!

I don't know what scanmodem does... I assume it's for identifying your winmodem.

Another way is to run: lspci -v | grep "modem"

Hopefully your winmodem actually does have the word "modem" in its description.
