Angry scandic letters works in X but not in console


In X everything works fine, but in console scandic letters dont work.
I Have tried to load correct keymaps by typing "loadkeymaps fi-latin1" then it replies "Loading /usr/share/keymaps/i386/qwerty/fi-latin1.kmap.gz" And then, i change my keymap with following command:
"/usr/sbin/install-keymap fi-latin1" then it says "Loading /etc/console/boottime.kmap.gz"
But still scandic letters dont work.

how can i get it work?
