3) How would you enable Sam to publish Web pages from his ~/ website directory but not allow anyone else to publish to the Web?

Two things:

1. Use thread titles that are descriptive of your question/problem, like you're told to when posting threads here.

2. From the LQ rules: Do not expect LQ members to do your homework - you will learn much more by doing it yourself.

If you want help, you're going to need to show evidence of what you've done and give us more information. Which web server? Which version of Linux? ...?
