For Image Editing :
Yes, Definitely. Linux can do every thing what windows can do and in a better way.
If you install
GIMP, it gives you all options of image editing in a professional way just like photoshop.
But if you are a beginner and you have used only
PAINT in windows and you want something similar like this, you should install
KolourPaint.
You will feel like you are using windows paint.
For video Editing :
If you are searching an application like movie maker or similar something, there are number of applications here in Linux. You could install
kdenlive,
avidemux or
Cinelarra. They all are good video editing tools.
But if you are comfortable with command line, you can use
ffmpeg. it gives you countless options to edit your videos in better way.
ffmpeg commands are even easily created for beginners. You will enjoy this.
