running application software on a client PC from linux server

i'd like to know if it is possible to run an application software on a client PC(Windows OS) on a standalone LAN from the server PC(Linux OS.
To further amplify.....
i have an application program which i want to say keep in the background of the client PC based on windows. When i need to run this program then from the server PC based on Linux OS i should be able to execute command and make it executable.
Is this possible on a LAN?
do i require remote access rights from the client PCs?
Do PCs based on windows have such a provision to grant access rights to a LINUX based server?

This is inteneded windows to windows, but you might be able to run it under linux to windows using Wine

install putty on windows pc and then ssh into pc from linux box and issue command to windows pc using -c switch:
