To run amsn :

cd path/to/msn
wish amsn

If you wish to make a shortcut from your desktop it depends on what front-end you're using (GNOME, KDE, etc). However, you will be able to create an icon in most of them by right clicking and choosing "New Launcher" with wish path/to/msn/amsn as command.
