Run Programs in my RH 9 menu

Hey kinda new to this so be nice, I seem to be missing the "Run Program" shortcut on my Red Hat 9 menu (the little red hat) I have a run command but not a run program. How do I get the Run Program link there?

Type the program name into the "Run command" box. It will if it's an X program, it will launch.

In kde, when you open the run command dialog, you can click on "Options" button to get a bunch of extra options, such as running in a terminal (in case it isn't an X program).
