Arrow rtorrent 0.7.4 +/- 0-3 priority is 3 the lowest?


I was try to get a diffent torrent faster and wanted to know do 0 mean fast then the 1 and 3 is the slowest
the man page states + | - Change the priority of the download. but does not state what that means.
