rsyslogd : unable to start daemon

Start your service by hand and you will [hopefully] get more verbose error messages.

Not sure what you mean.
I thought command line is starting by hand.... :-)
Please advice.

Below is the command I'd use to start my syslog by hand. There is a configuration file with options. You do not see them when you use systemctl script.

/usr/sbin/syslog-ng --persist-file /var/lib/syslog-ng/syslog-ng.persist --cfgfile /etc/syslog-ng/syslog-ng.conf --pidfile /run/syslog-ng.pid

This is the first time I have heard of syslog-ng,
but then I am a newbie.....
I will look into.
Is rsyslog deprecated?

There are several applications providing logging, the choice is yours.

My footnote means I do not like systemd and I do not use systemd.

Make sure rsyslog is installed on your distribution, on some Fedora versions it wasn't installed as part of the initial installation.
