RPM Install ProFTPD Problems

I am trying to install ProFTPD.
I have downloaded the rpm package. However, when I try and install it I get an error.

root:~/My Documents# rpm --install proftpd-1.2.9-1.9.i386.rpm
error: cannot open Packages index using db3 - No such file or directory (2)
error: cannot open Packages database in /var/lib/rpm

The version of rpm is:
RPM version 4.0.4
Copyright (C) 1998-2000 - Red Hat, Inc.

In reading through this forum on similar problems and tried some of the suggestions, such as:
rpm --initdb
error: cannot open Packages index using db3 - No such file or directory (2)

I even tried seeing what packages I have installed:
root:~/My Documents# rpm -qa
error: cannot open Packages index using db3 - No such file or directory (2)

I have verified I am looged in as root.
Please someone help me, I really want to figure this stuff out.
