Router Simulation Software

What router simulation software can I get that will work with Ubuntu 9.10?

Define "router simulation software".
If it is what I'm thinking, you could use several linux virtual machines (kvm, virtualbox, vmware) and configure a network between them, and make one of those act as a router for the rest.
