root can't access internet using rh7.3 and kde

Hello All:

I've recently updated my RH 7.3 os from kernel 2.4.18-3 to 2.4.20-42.7
In using the older kernel, I've found that I can't access the internet as root.
Why can't I?
I can do so as a user, but not as root.
What's the reason for this?

Root is an admin account which is used for maintaince work. Not for browsing internet.
