Angry RHEL Server 5.1 rlogin


I have grid host RHEL 5 , that need to be configure with rsh/rlogin without password for non-root user.
The "rsh hostname command" is working without password,but "rsh hostname" requres password
The configuration below worked on RHEL 4 computers

~homedir/.rhosts :
+@linux-hosts
,where linux-hosts is netgroup including all domain computers

/etc/xinetd.d/rsh :
service shell
{
socket_type = stream
wait = no
user = root
log_on_success += USERID
log_on_failure += USERID
server = /usr/sbin/in.rshd
disable = no

/etc/xinet.d/rlogin:
service login
{
socket_type = stream
wait = no
user = root
log_on_success += USERID
log_on_failure += USERID
server = /usr/sbin/in.rlogind
disable = no


/etc/pam.d/rsh:
auth required pam_nologin.so
auth required pam_securetty.so
auth required pam_env.so
auth required pam_rhosts_auth.so
account include system-auth
session optional pam_keyinit.so force revoke
session include system-auth


/etc/pam.d/rlogin:
auth required pam_nologin.so
auth required pam_securetty.so
auth required pam_env.so
auth sufficient pam_rhosts_auth.so
auth include system-auth
account include system-auth
password include system-auth
session optional pam_keyinit.so force revoke
session include system-auth

What can be the problem ?
Any help will be appreciated
